Checkpoint 04: portable PCM output and native Linux audio host

Shared sound mixer now uses host_audio.lib. Linux uses SDL2 queued PCM; Windows uses WinMM waveOut through host_windows_audio.bi.
The requested sample rate, mono channel count, signed 16-bit sample format, buffer size, prebuffer thresholds, queue limits, and synthesis code are preserved.
SoundRouteSample and SoundFillBuffer compare byte-for-byte after newline normalization against checkpoint 03.
Linux completion accounting uses submitted-byte totals and queue size. Reset generations retire pre-reset buffers, preventing stale queue offsets after restart. The host owns and releases its SDL audio subsystem reference.
Native SDL dummy-driver PCM test PASS: submission, completion, reset, restart, and cleanup. Physical audio playback and device quality have not been tested.
Linux x86_64 OpenGL/Vulkan full application objects compile natively. Linux x86 OpenGL/Vulkan full application objects compile with the native x86_64 compiler's cross-target. Native x86 runtime remains unavailable here.
Windows 32/64 OpenGL/D3D11 application code generation PASS. Windows native compile/link/runtime were not tested; waveOut calls and PCM settings are preserved.
Windows-only multimedia dependencies have been removed from the shared sound and Linux gamepad paths. GUI, display/GDI, CHR drawing, and archive helpers remain to migrate before full Linux linking/runtime. Vulkan presentation is still unfinished.
